The words are from the Caledonian chieftain Calgacus to the Roman general Julius Agricola, under the rule of the emperor Vespasian. As terrible as it sounds, it is the extreme, yet rational, solution against an irrational enemy. It has been proven true time and time again, the best example remains Japan after before and after the nuclear bombing.
